The Quality Management System (QMS) is a combination of organizational structure, methods, processes, and resources necessary for overall quality management. It is designed for the continuous improvement of activities and to enhance the organization’s competitiveness in both domestic and global markets. The QMS is an integral part of the organization’s management system.
In the educational environment, the QMS is one of the effective tools for managing the quality of education and is considered a guarantee of achieving objectives and ensuring the satisfaction of all stakeholders interested in high-quality specialist training.
The main task of the QMS is not to control each individual service, but to create a system that prevents errors that could lead to poor quality of services.
Requirements for the QMS are defined in international ISO standards, according to which an organization’s management system should include:
- a policy outlining priority directions for development and principles for achieving them;
- a system of interconnected and interacting processes aligned with the policy;
- a regulatory framework ensuring the functioning of processes;
- effective mechanisms for implementing the requirements of the regulatory framework;
- personnel with knowledge of the policy, regulatory documentation, and mechanisms for implementing its requirements.
Since 2011, Vitebsk State Order of the Friendship of Peoples Medical University has developed, formally documented, implemented, and maintained a Quality Management System.
On March 1, 2016, the state standard STB ISO 9001-2015 “Quality Management Systems. Requirements” (analogous to the international ISO 9001:2015 standard) came into effect in the Republic of Belarus. The university has developed, formally documented, implemented, and maintains an operational QMS, while continuously improving its effectiveness in accordance with ISO 9001:2015.
In April 2023, the university successfully underwent a recertification of its Quality Management System for compliance with STB ISO 9001-2015 and ISO 9001:2015 within the National System of Conformity Assessment of the Republic of Belarus. The university was issued a certificate of conformity (registered in the National System of Conformity Assessment of the Republic of Belarus under No. BY/112 05.01.002.01 00618, registration date 27.07.2023, valid until 26.07.2026).
