Scientific and Educational Bridge: Vitebsk–Moscow

On September 30, 2026, the “Scientific and Expert Council of the Central Research Institute for Organization and Informatization of Healthcare with the participation of the Council of Young Scientists, experts, Collaborating Centers, and postgraduate students of the Central Research Institute for Organization and Informatization of Healthcare” was held.

A report entitled “Results of Joint Research for 2025 and the First Half of 2026 within the Framework of the Cooperation Agreement with Collaborating Centers” was delivered by Vasily Semyonovich Glushanko, Head of the Department of Public Health and Healthcare with a course in Advanced Training and Professional Development, Doctor of Medical Sciences, Professor. He emphasized that there are a number of promising objectives, including joint activities aimed at strengthening partnership and implementing strategic decisions to improve public health. A distinctive feature was the participation of fourth-year students from Group 4 of the Faculty of Overseas Students Training from the Maldives and Sri Lanka.

This work is greatly facilitated by the conclusion of a “Cooperation Agreement” between the educational institution “Vitebsk State Order of Friendship of Peoples Medical University” (hereinafter “VSMU”), represented by its Rector, Doctor of Medical Sciences, Professor Alexey Nikolaevich Chukanov, on the one hand, and the Federal State Budgetary Institution “Central Research Institute for Organization and Informatization of Healthcare” of the Ministry of Health of the Russian Federation (hereinafter “CRIOIH”), represented by its Director, Doctor of Medical Sciences, Professor, Corresponding Member of the Russian Academy of Sciences Olga Sergeevna Kobyakova, on the other hand.

In particular, representatives participated in the strategic session “Health Preservation in the Focus of the Scientific Paradigm of the Expert Community” for representatives of CIS countries as part of the “IV National Healthcare Congress 2025.”

Five expert opinions were prepared by the VSMU Collaborating Center in response to a letter from the Department of Medical Care for Children, Maternity Services and Public Health of the Ministry of Health of the Russian Federation dated September 10, 2026, No. 15-2/5419, concerning the submission of an integrated target indicator characterizing the dynamics of improving children’s health and their physical development. Thirty-five expert opinions from Belarusian healthcare managers and organizers were submitted for each questionnaire they completed.

At our request, five reviews were prepared and submitted for publication in the journal “Social Aspects of Population Health,” published by the CRIOIH.

In November 2025, the scientific and practical conference of young scientists and postgraduate students “Modern Organizational Technologies in Healthcare” was held in Moscow. Young lecturers from the VSMU Department of Public Health and Healthcare with a course in Advanced Training and Professional Development took part. Both presentations generated interest, as evidenced by the questions asked, which were answered comprehensively.

In March 2026, the international strategic session “Experts in Search of Effective Solutions in Healthcare” was held in Moscow. Two reports were presented at the strategic session. A notable feature of the session was the participation of fourth- and fifth-year students of our university’s Faculty of Overseas Students Training from Morocco, Syria, India, Sri Lanka, and Nigeria.

A new scientific journal, “Healthcare of the CIS Countries,” was established at the CRIOIH. The first issue of 2026 published the article “Social Distress Determinants of Circulatory System Diseases: Global Trends and Regional Strategies (2021–2025). Healthcare of the CIS Countries, 2026” (L.I. Orekhova, D.N. Lits, V.S. Glushanko, V.V. Lyutsko). An analysis of global trends and regional strategies for 2021–2025 convincingly demonstrates a paradigm shift in understanding the nature of circulatory system diseases.

Within the framework of the cooperation agreement, five articles were also published in the peer-reviewed scientific and practical journal “Current Problems of Healthcare and Medical Statistics” of the CRIOIH (L.A. Efremova, V.S. Glushanko, G.D. Korobov, L.I. Orekhova, D.V. Volovik, A.V. Shvaiko, V.V. Lyutsko).

On September 29, 2025, in Minsk, a decision entitled “On the Action Plan for Preparing and Holding the Year of Healthcare in the Commonwealth of Independent States in 2026” was adopted and approved by the Council of Heads of Government of the CIS.

Thus, the areas described above fully correspond to the Action Plan for the “CIS Year of Healthcare – 2026.”
